This Has to Stop

Amid the epidemic of violence against women and girls, Redbridge Council commissioned Social Engine with a borough-wide ambition to transform sexist behaviours. This Has To Stop challenges perpetrators, empowers residents and has created a new narrative. Informed by local evidence and behavioural insights, it goes way beyond traditional ‘awareness raising’ campaigns to alter the social norms and behaviours that perpetuate sexual harassment, fostering community-wide accountability.

As the first borough to impose fines for catcalling, the spotlight is on perpetrators, with local police and enforcement teams taking the message to every community. Training: for workers, students and voluntary groups has embedded the three steps everyone needs to know:

If you see harassment: distract him, support her, get help.

In the first year of the campaign alone, police data shows a 21% reduction in harassment in the borough.

This Has to Stop is more than a campaign - it’s a cultural intervention. It has shown what can be achieved when ambition, evidence-based strategy, and sustained commitment align to create safer environments for women and girls.
